Research On The Remodel Of China Sport Administration's Function Under The Viewpoint Of Governance

Governance is the basic trend that modern countries to reform and innovate in the management practice in the whole society in order to improve socio-economic efficiency.It is also the basic direction and the urgent need for changing the "omnipotent government",which has a highly centralized command as the main characteristics,into "limited government" and rebuilding functions.Not only the structure but also the basic operating mechanisms of China's sports management are subordinate to the part of this singular government administration for many years.So the change from the Almighty to limited service and from the rule to service of our government will also regulate the sports management reform moving to the direction of function change. This paper attempts to explore the sports management department function reshaping under the theory of governance.This paper analyses the government reform of China based on theoretical analysis of governance and gets the general idea of the transformation of government functions and then empirical analysis the reform situation of sports management these years,come to the core issue of reform is reshaping the functions. After analyzing the reform and demonstrating the move from the general to the particular,that is,from the government reform to the sports administration department,we learned that our sports government departments must remodeling management functions which is the root of solving the existing problems of sports management and promoting the development of sports in a new era.Based on stipulation of governance theory and the status of our current system of sports,this paper discusses how to remodel the function and what the direction of remodeling is.After the study we drew the conclusion that:Given the realities of our country,we need specialized sports administration department for sports management.Sports are part of the government management and have its own significance.It is necessary to keep sports management department but remodeling functions is needed.The paper discusses the well-known, non-separation of enterprises,public affairs and society from government and believes it is need to separate them while the government should strengthen their own rational functions to achieve good governance objectives.
