As one of the best of higher education quality,English Higher education management mode is the representative of the developed countries,especially the way of financial allocation,which has become imitated model of many countries. Moreover,the pattern has centuries-old history and deeply cultural background.Under new period,English colleges have been given new historical mission,but whose autonomous tradition and effective operational mechanism of fiscal institution has made great progress.Educational intermediary organizations play much important role in coordinate with British government and the universities:firstly,guaranteeing the government's leadership of higher education and its policy will be implemented effectively;secondly,maintaining British universities' autonomous tradition;thirdly,it makes highly effective use the limited educational resources and enhancing universities' teaching and the scientific research ability.Based on organization theory,this thesis takes Higher Education Funding Council for England(HEFCE) as research target,attempts to explore HEFCE's organizational structure and its operational mechanism.The thesis consists of three parts(five chapters in all) except the preamble.Part two is the main body,including the third,fourth,fifth chapter,which discuss about HEFCE's organizational attribute, organizational structure and operation,and organizational function and so on.Chapter one comprehensively reviews HEFCE's organizational changes,inquires its background and original theory.Chapter two deeply expounds HEFCE's organizational attribute and its intermediary,independent,specialized and fair characteristics from the relationship of HEFCE and government,university,own legal status,personnel constitution and standard and operational methods.Chapter three researches HEFCE's internal mechanism from organizational constitution and operation,which are tally with operational criterion and effectively transparent. Chapter four analyzes HEFCE's organizational functions,e.g.evaluation and programming,funds' appropriation and supporting,consultation and suggestion, which improve England higher education.Chapter five is about positive and negative influence of HEFCE.The final part of the thesis concludes reflection and suggestion of system reform of China higher education's financial allocation.
