At present,with the international shipping center moving to Asia and international maritime orgazitation(IMO) conventions of education,training for seafarers bring into effct,Chinese higher navigational education is confronted with opportunities and challenges,which are trainning internationalized high quality navigational talents.The reformation of higher navigational education and students management mode is very necessary.From 1953,dalian maritime university has been formally eatablished semi-national defence,at the same time the semi-military management system has been enforced in navigational majors,from than on the system is almost 50 years old.The system is of great significance to the increasing of comprehensive quality of navigational talents and quality of edcuation,producing good education environment.The semi-military management system has itself characteristics and orderliness,but the present system hanged slightly behind shipping industry.On the basis of reviewing the theory and practice about navigational semi-military management,the article first discoursed learnedly on the semi-military management mode of navigation institutions around the world;and made a deep anatomy in the main content,similarities and differences of china and america marine major's noral education;than careful analysised the existing problems of our country navitation semi-military management mode and pionted out the necessity of Setting up a new semi-military management system.Because of the semi-military management importance which is of great significance to train comprehensive navigational talents,the paper studied the quality evaluation indexes system of semi-military management.After fixing on the approprite method,it proposed the principles and the standards of navigation major's semi-military management and attempted to constrcut a complete quality evaluation indexes system.
