Our economy has experienced rapid development after the reform and opening-up policy took place in our country. Under this situation, people in a growing number begin to realize the high demand for all-rounded graduates; it is in turn speeds up the development of bilingual education. However, we must notice that there are many problems exist in this process. For knowing that, it is meaningful to establish a scientific and justifiable high school's bilingual education quality evaluation indexes both for its practical and academically value which can be used to diagnose problems as well as learn experiences. According to the teaching disseminate theory, we designed six first indexes, then established the second indexes which are included in the first indexes respectively with the help of Delphi method. After that, we utilized the AHP to construct judgment matrixes among the indexes of the same rank. Finally, we worked out the max earmark roots and their corresponding effectual earmark vectors for every matrix, at the same time, we got every index's power. When the results we got can be verified by the test of accordance, the high school's bilingual education quality evaluation indexes and their power can be determined. This high school's bilingual education quality evaluation indexes can be put into practice since we have found it has high reliability and availability. When it is applied into practice, adjustments can be made to ensure its legitimacy and effectiveness.
