| On May 9, 2007, Notice of the General Office of the State Council on Forwarding the Measures for the Implementation of Free Education of Students Majoring in Teaching at the Normal Universities directly under the Ministry of Education (for Trial Implementation) issued by the Ministry of Education and Other Departments. Free Education had been provided for students in the six Normal Universities directly under the Ministry of Education since September,2007. Although has undergone many ups and downs, System of schooling expenses is free-oriented since the normal education produced in our country.Therefore,research on system of schooling expenses of normal education in China's modern history make more meaning today. Based on the analyses of the evolution of system of schooling expenses of normal education in China's modern history, the paper tries to show their traits and dynamic mechanism, conclude their historical progress and limitations, along with the enlightenments so as to provide a model for current period.The main method used in the research is historical research and documentary analysis.The study consist of five parts.The first section involved definition of some relevant conceptions,review of relevant research and values of this study.In the second part,policies of schooling expenses of normal education in different period from Late Qing Dynasty to Nanking KMT Government were investigated from both horizontal and vertical dimensions. Meanwhile,system structure of schooling expenses of normal education in China's modern history was built.In the third part,Characteristics of evolution were conclude based on the secon part. Reform and vicissitude of normal education was its inherent logic. Features on ontology were displayed simultaneously. Structure of the system was getting clearly gradually. Policy of tuition waiver went through first midst and last. Process of rule of law advanced hardly and slowly.Part IV of this paper was analysis of the dynamic mechanism. The driving factors of the evolution were explained clearly.In the last part,theoretical and practical inspiration were brought. The theory study should be strengthened and theory with Chinese Characteristics on system of schooling expenses of normal education should be built. Suggestions were made both macroscopically and microscopically. |
