As the economic system transformed from a planned economy to market economy along with the reform and opening-up, The reform of higher education in China continued to deepen ,especially Since the implement of the teaching post appointment system,the teachers have transformed from" unit man "to " social Man ".Though the talents flow is the need of the reform and development, it can only be controlled in a certain range and extent, or it will surely bring hazards. The demand of talents by colleges and universities are strongly now, especially the high-level talents. It leads fierce competition. With such competitive strength, in addition to the lack of suitable binding rules, many teachers use the imperfect policy to make unreasonable flow, mainly as follows: the loss of dominant and hidden coexists, the flow between schools are frequent, inter-regional of one-way flow is increased, the turnover to other industries is rising, the flow of high-level and low-level is unbalanced. The above performance not only harmed the interests of schools, but also restricted the development of teachers themselves and higher education.Faced with the issues, schools need to adjust human resource management ideas, adhere to establish a healthy and rational mechanism of talent flow, so that they can hold the duty of science and education strategy in the era of knowledge economics. in accordance with the issues and theories on the talent flow, the paper points out the principles of how to solve the problem: optimize the allocation of resources, Ethical principles of integrity and trust, the combination of market intervention and government's macroeconomic regulation, then It defines the main responsibilities of them with the principles, government's macro-control, self-regulating of schools, teachers, the honest flow by teachers. After that it discusses how to improve the relevant measures in accordance with the responsibility. The above parts must work together to build a healthy talent flow mechanism, so that college teachers can find suitable spaces to develop themselves, and they can achieve the optimal allocation, so as to promote the development of Chinese higher education.
