Innovation is the soul of national progress. The key point for it is talent and education is the foundation. The idea of Chinese traditional education system is examination-oriented. It pays more attention to the knowledge on books and little attention to cultivate comprehensive qualities and innovative abilities. A large number of highly educated people exists narrow range of knowledge, a lack of innovative consciousness and abilities. And there is a gap between their cultural and scientific qualities. If we want to realize the grand target of establishing an innovation oriented country, we have to build up the people-centered education idea. We try to construct an effective training system which is based on the principle of promoting people's overall development and the evaluation standard of innovative talents.According to the theories of harmony, innovation and brain development, this thesis illustrates the connotation of innovation and innovative talents and emphasizes the research of the effects and methods of cultural education in the cultivation of innovative talents, using some analytical methods such as system, demonstration and contrast. After the author reviewed the research about cultural education and the cultivation of innovative talents home and aboard and about the connotation of harmonious theory, she probes into the research that education is the key internal cause in the cultivation of innovative talents and puts forward the issue that cultural education should be reasonable and human, which is the innovative point in this thesis.The author discusses the theory of innovative talents and analyzes the aims and requirements of the cultivation of innovative talents and rules of talents'development. The author also demonstrates the effect of reasonable and human cultural education on the formation and promotion of these elements and how to realize the aim of the cultivation of innovative talents after this cultural education. She draws the conclusion that culture should be taken as the soil of education and given the priority to it. Only when we establish the idea of cultural education which is taken people as the foremost, according to the development rules of human, could we realize the aim of the cultivation of innovative talents.
