In the transition period of the economic and social development, China needs a large number of high-quality middle-skilled personnel. During 1999 and 2002, colleges and universities expanded the scale of enrollment, resulting in the middle stage of education imbalance between supply and demand. In order to promote secondary vocational education's healthy development, China in Sep 2007 adopted a new assistance policy of secondary vocational education.In order to promote the development of secondary vocational education, ease the conflict between the large number of unemplored graduates from junior high school because of poverty and lack of education and shortage of skilled workers, and provide substantial qualified personnel for the purpose of economic development, the article focus on analyzing the new assitance policy's effectiveness from the perspectives of costs and benefits and identifying the problems to improve the policy.The author introduces the research background, meaning, idea and method and summarizes related documents in the first chapter. In the second chapter, it shows the origin and development of the secondary vocational education assistance policy in time for clues, and introduces the new policy and analyses its essential. Then in the third, fourth, fifth chapter, it respectively starts with the specific cost-benefit analysis of the supply-side, demand-side, the government and the people, concluding that under the implementation of the new education assistance policy, accepting secondary vocational education is a rational choice, educated individuals and families benefit. At the same time, the implementation of the new assistance is conducive to promote the development of schools and accelerate economic growth, resolve employment and other issues.
