The education and teaching of the higher education institution are all unfolded around the specialty, therefore great importance has been attached to the issues concerning specialty though in different countries and different times. The in-depth researches on this topic, analyzing discipline and specialty structure of undergraduate P.E and finding out the rules governing its adjustment, are not only helpful to enrich the relational theory researches, but also with significant practical meanings to the higher education reforms in our nation.By adopting the methods of literature data method, mathematical statistics, expert interview and comprehensive analysis, etc, this research had understanded the specialty structure of undergraduate P.E in the high insititution of foreign countries, reviewed and analyzed the formation and development of the China's colleges and universities' specialty for and the specialty setting of undergraduate P.E since 1949. then analyzed the undergraduate P.E's Professional structure, quantity and distribution and quality of education level and the problems existing nowadays ect, puts forward the countermeasures and suggestions to the problems.The opinion of the dissertation is that the specialty setting of undergraduate P.E in China's Higher Instituton is in the background of the adjustment of discipline and specialty structure in the higher educational institutions. Though the adjustment of undergraduate specialty strcture in colleges and universities is a quite practical work, the rules can be found in the processs, i.e., the development of the discipline and specialty structrue is influenced by the complex factors of social politics, economy, culture and etc,.The discipline and specialty structure of colleges and universities and its adjustment have always been a vital part in the development of the higher education reforms. In this aspect, our nation has already achieved some good results, however there are still many problems, in some areas specialty structure and quantity of regional distribution imbalance, no characteristic, and blind development and development excessive and etc,. In order to solve the problems in this field in deed, colleges and universities must establish the concept and mechanism of active adaptation to the social development; We will strengthen sports discipline construction, and on the basis of adjusting structure and layout, optimize the specialized professional setting, increase the Provincial level's discipline and professional construction, different types of colleges and universities to the formation and development of their own characteristics, development, improve the level of postgraduate education.
