Vocational schools play the main role in training specialized front-line people of production,service,technology and management for the society and the enterprises.With the approaching of the knowledge-economy era,millions and millions of skilled and applicable personnel are needed.So it is not only wrong but also harmful to limit vocational education to the small area of pre-job training.Vocational education should assume a much stronger responsibility to get involved in a wider sense of education and actively participate in vocational training so as to make a bigger contribution to the economic development of our society.The educating and training of specialized and skilled people has long been stressed by the Party and the government.Meanwhile we can hear strong voices of higher demand from concerning fields,asking for vocational training.At the 6th Section of the 16th Party's Congress,a grand picture of a harmonious socialist society was drawn before us all with the goal of "perfecting the vocational training system and equipping every worker with knowledge and skill." The core of this is to provide effective training to workers for their whole working career,enabling them to grasp job opportunities,improving their job ability and preparing them to adapt to inter-job transfers.This will pose a higher demand and a tough challenge to the development of vocational education and vocational training itself.Based on a great deal of investigation and research as well as on the reference materials in existence, this thesis has probed into the problem of how effectively implementing vocational training system in vocational schools.The article is divided into four parts.The first part deals with the background and the significance of this topic,giving a comprehensive comment on the present research result already in existence,explaining the research purpose and method of this program,defining vocational education and vocational training and clarifying the relationship between the two.Part Two analyzes the advantages of setting a systematic vocational training program in vocational schools and the frame of carrying out the plans.By "systematic",the author refers to the three independent while interrelated stages:planning,implementing and assessment. This can essentially ensure the bettering of effect and the attainment of goals.After talking about the training system in vocational schools,the article goes on to detail the key elements including the training courses,trainers,trainees and the real training conditions and so on which are the basic elements for implementing vocational trainings in vocational schools.The third part discusses the training plans and how they will be carried out,the former includes goals of training,analysis of training needs and so on,which is the initial stage,the latter centers on the joint effort made by both the school and the enterprises to prepare trainers, materials,course schemes and training methods and so on.The last part puts forward the method for assessment.With the cue of training experience and research result from home and abroad,the article analyzes how to fulfill the training assessment through the two points of training effect and training cost.The assessment of effect can be conducted in four respects:reaction,learning result,working performance and achievement in work.What is also very important is the assessment of training cost.After all, enterprises pursue profits,so the training at high cost with poor gains is never a welcome one. Therefore,while implementing their training programs,vocational schools should try all means to increase profits and reduce cost as much as possible.The assessment of the training work is a sure way to guarantee the quality of training.For vocational schools,the purpose of assessment is not to find defects,but rather the cause of defects in order to make adjustment and improvement.
