This thesis, setting in the cultivation of innovative talents in colleges, studies the revolution of college personnel administration system for the contingent of innovative teachers. By applying theories and methodologies of pedagogy, administrative science and psychology, and referring to a great amount of related research results, the thesis systematically studies the problem of bringing up and gathering of innovative college teachers along the logic system: the pressure of cultivating innovative college students→the demand of innovative teachers for cultivating innovative students→the innovation of college personnel administration system is the system warrant for bringing up and gathering innovative teachers. The thesis also puts forward some suggestions for the reform of college personnel administration system so as to promote the bringing up and gathering of innovative college teachers.This thesis analyzes the characteristics of the binging up and gathering of three types of talents, namely teaching-technology innovative teachers, scientific research innovative teachers and teaching-researching innovative teachers, by defining them. With the cultivation of innovative talents as its background, the thesis discusses the challenges which the present college personnel system might meet towards the development of these three types of innovative teachers. First, the challenge caused by a severe lack of innovative teachers. Second, the challenge caused by the fact that scientific research innovative teachers haven't taken on the responsibility of cultivating innovative talents. Third, the challenge caused by the process of actualizing the growing of innovative teaching and researching teachers. The causes of the challenges are also analyzed respectively. Meanwhile, three aspects of challenge that the gathering of innovative teachers might bring to the ministry of personnel administration are also discussed First, the restricted personnel administration system which limits the free flow of personnel; second, lack of favorable social security and service for innovative teachers; third, material incentives failure.Lastly, in response the challenges discussed in the thesis, some suggestions are put forward to improve the college personnel administration system. The suggestions are as follows: to reform the present title assessment standard; to establish a scientific assessment system for teaching achievement; to innovate the teachers' training system; to put more stress on the teaching results while evaluate the innovative researching teachers; to induct them to apply their research achievements to the textbook and experiments; to put a scientific proportion of the investment of teaching and researching; to establish a classified cultivation and assessment system for teachers; to fasten formation of innovative teachers group; to constitute a unrestricted personnel administration system and social security and service system for teachers; and to redesign and reform inspiring system.
