No more as teaching and research units in the general sense in the 21th century, universities have become the major force of the national creative system and nation development supported by science and education, and it undertakes a more essential mission in talent cultivation, scientific research and social service. In the report of the 17th People Representative Conference the Secretary General Hu Jintao points out, "to develop education superiorly, to establish a strong nation of human resource". It is a historical opportunity which has never been met to universities. Only by constantly innovating and improving human resource management system can universities recruit and keep talents and meet the demand of fast development of high education.Combining the researches of human resource management of universities at home and abroad, this thesis begins with the definitions of strategic human resource management and strategic human resource management in universities, and analyses necessity and feasibility of introducing strategic human resource management into universities. Combining the present situation of strategic human resource with the adopted measures of human resource management of teachers in University M, the thesis points out the problems of human resource management of teachers in University M, and discusses the specific counter-measures based on deep analysis of reasons. The thesis provides valuable viewpoints and suggestions in the perspectives of deepening reformation of talent management system, improving allocation and evaluation system, establishing highly qualified teaching group, and cultivating high-ranked talents in University M in the future.The thesis consists of four parts.The first part introduces significance of the research and the present situation of human resource management research in universities at home and abroad, and analyses the fundamental thought process and research methods.Based on analysis of differences and similarities of human resource organization between universities and corporations, the second part points out necessity and feasibility of introducing strategic human resource management into universities.The third part analyses the present situation of strategic human resource with the adopted measures of human resource management of teachers in University M, and then points out the problems of human resource management in University M.The forth part focuses on the specific problems of employment, allocation, evaluation and training of teachers in University M, and then presents many ideas and suggestions, such as completely implementing employment system, deepening reformation of talent management system, establishing and improving allowance allocation and stimulation system, strengthening standardization of post-employment evaluation, highly desiring quality, guaranteeing training effects, and so on.The writer's efforts aim to provide policy references for human resource management in University M. Meanwhile, the writer expects that the research of the thesis could have certain guiding significance for local universities in the aspects of performing effective human resource management, improving management level, strengthening competitive competence of universities.Despite the writer's effects, there might be some shortcomings of the thesis due to time shortage and limitation of the writer's capability.
