Under the national condition of"developing grand education in poor countries", it is beyond our financial load and can not satisfy various social needs depending wholly on the government investment and public college. It is apparently of great necessity of exploring the model of running college under the market -oriented system.This research decodes the property of privately-run colleges through the theory of new economy. Through analyzing the running reality of privately-run colleges and decoding relative laws and policies, we are exploring the balance between public welfare of education and pursuing profit of finance, between educational regulation and economic regulation, between public interest and private interest in theory. In practice, we are seeking a system property right of privately-run colleges conforming to our national situation, that is, to build a various high educational system including colleges run by government and community. In that case, the development of privately-run colleges not only needs idealized value pursuit but also depends on specific motivational system. Limited by traditional cognition and policies and laws, privately-run colleges are facing a problem of incompleteness in property right, as a result, the investors can not attain good expectations, which results in development predicament. It is accepted that the development of private colleges must rely on government's laws and policies. Property right and market are both means and mechanism of optimizing the arrangement of resources. Only protecting property right strictly, making good use of both the means scientifically, adjusting laws and regulations reasonably, and forming a development mechanism that is competitive, orderly and encouraging, can we regulate and promote the running of privately-run colleges. We divide colleges into 3 parts: public, community-run and privately-run colleges on the basis of property right analysis and system analysis. This is the innovation of the research that we simply divide colleges into public and privately-run can not fit the development of the time, nor can it reflect the supply of high education product precisely. The proposal of this division offers a new method for the research in this aspect.At present, over 90% of industries and product have reached the balance of supply and demand or the state the supply exceeds demand, except for education. Facing such a huge education market and an unprecedented development opportunity, the running party and students are all in various puzzles. This research doesn't desire excessively settlement of these problems, but to do good to clarity cognition and solve problems.
