Independent college is the outcome of popularization of the higher education in China. It plays a key role in our Undergraduate Degree Education. The quality and ability of Independent college has significant effect on the whole nation and society. The state of constructing a full-time teaching staff is related to the teaching quality of independent college. This paper starts from the theoretical views on the management and development of public labor resource to explore the potential problems and causes in the construction process.The first part mainly introduces the purpose and significance of the paper, the state of research and original part, teachers management and theories of independent college. Independent college is a new thing and its development depends on strict and scientific management, on the other hand, the teaching quality essentially depends on the qualified teaching staff. The management and development of public labor resource plays a key role in construction the teaching staff. That is the significance of the paper.The second part starts from the theoretical views on the management and development of public labor resource to analyze the urgency of the construction the teaching staff. The management of teaching staff benefit to raise station and effect of independent college, and benefit to substantial development and become a good environment of respect knowledge and talent, and benefit to special advantage of Independent collegeThe third part explores the potential problems and causes in the construction process, analyze the necessity of constructing a full-time teaching staff and propose corresponding suggestions on these issues. There are eight problems in it. It consists of the dependence of teaching staff on its school, the low quality of teaching staff, the out-of-date idea of teaching staff, the unreasonable organization of teaching staff, the problems in attracting teaching staff, the unreasonable management and development of informal teaching staff. It causes by the following reasons: the result of lead policy, the misunderstanding of social environment, the misunderstanding of"seeking profit"and"public profit", the short-term action of holding investment, the lack of education department.The forth part on countermeasure of views on the management and development of public labor resource. We raise countermeasure of the construction the teaching staff from three ways: the firist is target of the construction the teaching staff; the second is plan of the construction the teaching staff; the third is ways and measures of the construction the teaching staff.
