Research On The Balanced Development Of Compulsory Education In Zhejiang Province In View Of Financial Investment

Serving as national basic education that is imposed by our country, government should be responsible for compulsory education. As the responsibility subject of compulsory education, government should continue to push forward the balanced development of compulsory education according to the principle of education fairness. Public finance is the most important source of the compulsory education funding,and ensures the balanced development of compulsory education. In order to promote the balanced development of compulsory education, government should not only supply adequate financial investment, but also allocate the financial funding of educationfairly and reasonably.Firstly, the existing studies of the balanced development of compulsory education are reviewed. Secondly, the national financial investment in compulsory education is analyzed from the macro-level, hoping to get some universal understandings about the compulsory education and its financial investment ,as well as pave the way for the research of Zhejiang Province. Through the analysis, we find that there exists a lot of problems in national financial investment to compulsory education, such as the shortage of public finance budget, imbalanced financial investment, which seriously affected the balanced development of compulsory education at the regional and urban-rural areas. These issues are mainly due to China's limited economic development level, imbalanced regional economic development and the existing "county-based" financial system of compulsory education. Thirdly, the balanced analysis of compulsory education in Zhejiang Province is studied. Although the development of compulsory education in Zhejiang Province has been on the top of China, it is not perfect, showing a significant regional and urban-rural imbalance, especially in the field of education budget funding and the quality of teachers. Finally, through summarize experience and draw lessons from abroad, combined with the practical situation of Zhejiang Province, five suggestions for the public financial investment of compulsory education system in Zhejiang Province are given, as follows: increasing government financial investment in compulsory education, setting up a new system that the compulsory education funding responsibility can be undertook reasonably at different government levels,building a more reasonably funding system for compulsory education,improving the financial transfer payment system for compulsory education,establishing the assistance system for the backward areas.We hope that this paper can provide a new reference path for the balanced development of compulsory education in Zhejiang Province.In this paper, we mainly focus on the balanced problem of compulsory education in Zhejiang Province. The innovative work of this paper is that promoting the balanced development of compulsory education in Zhejiang Province is studied from the view of improving government financial investment.
