The development of the times calls for education reform. Being in a knowledge-based economy ages for the 21st century, the talented person needed should be capable of obtaining knowledge to resolve the actual problems by himself and develop completely to a talented person with a synthetic and creative type, which kind of talented person have three greatest foundations: ability foundation, thinking foundation and quality foundation to adapt to the existence environment at the knowledge-based economy ages. The school education has to adapt this kind of change and challenge and implement education for all-round development in order to let the students be willing to study and master how to think at a studying activity and how to investigate and solve an academic problem by himself to develop the students' lifelong learning ability. According to this, the new course put forward to an explicit request to us, of which the one is to change the traditional teaching -learning evaluation system and to establish an evaluation system basing on the principle of encouraging and promoting the student to develop completely.As the most important and essential method of all kinds of evaluation methods and still in common use, also a key link during the education for all-round development carried out, in order to avoid the negative influences coming from the traditional test. The test must be improved so as to play the role of its diagnosing, improving, encouraging and promoting functions to attain the purpose really of "not only for the sake of investigating which degree of the students' attaining to study target, more for the sake of examining and improving the students' studying and the teachers' teaching, improving teaching design, perfecting teaching process, thus promoting effectively the student's development that the new course rules. Only to reform the purpose, contents, examining way and management of the test, we can develop a suitable test to bring into play its right evaluating and directing function to implement the new course.The reform puts forward the new idea of course and evaluation, the most remarkable characteristics including: lay stress on formative evaluation, democracy of evaluation, validity of evaluating, combination of quantitative assessment with qualitative evaluation ,and fairness and justice of evaluating. However, the traditional chemistry tests exist many disadvantages. For example: utilitarian test purpose, unreasonable making test, one-sidedness of test content,, simple form of test and unreasonably using test results, which provide a theoretical and practical foundation of chemistry test reform.According to new course standard, carrying out three-dimensional aim of knowledge and skill, process and method, emotion and outlook on value in chemistry test is the basic idea of chemistry test reform under the background of the new course. In order to realize the aim, not only need changes form chemistry test mode, but also form idea of teachers and school administrators, that is to say, teaching, homework, classroom management are needed to ensure the final success.
