China's System Control Research Of Quality Of Talents Introduction

The competition in 21 centuries is actually a competition for talents and intelligence, which has been on a worldwide consensus. All countries expand talents scale and reserve talents resources through introduction. Measures of talents introduction are with maximum to create the environment and conditions to both develop talents wisdom and ability and make progress to science and technology, economy and society, according to needs of social development and conditions of talents resources, under the macro-control of government, by adjusting talents resources through talents market system. However, due to the effects of foreign successful experience, in recent years our each city has launched talents war and price war. Macro-control of government is getting out of control and talents are flowing to strong units, which leads to talents flow disordering and talents can not play their wisdom. Besides, talents high consumption causes talents backlog and waste and talents value playing is inhibited, which leads to talents wisdom can not be well used. Attraction is right but the negative effects can not be ignored. Talents introduction should be regarded as a system project to gradually improve through the guidance of theories, policies guidance and laws regulation. This article attempts to put the system science methodology as guidance, first of all ,analyze system contents and guide system operation; second, analyze and summarize the existing problems, and then control and improve through feedback; last, put forward the corresponding effective countermeasures to guarantee the quality of talents introduction, enhance the efficiency and ensure the word well continued.There are five following chapters in this article:Chapter 1 outlines the research background, purpose and meaning, identifies writing ideas and methods and expound some innovation points.Chapter 2 is about to write the quality control of talents introduction and related theories. According to concepts of talent, quality and control, scientifically definite the conception of quality control of talents introduction and analyze the importance. Chapter 3 is mainly to apply system theory to analyze the system contents of quality control of talents introduction and use control theory to guide the system operation so as to ensure the quality of talents introduction.Chapter 4 first from the three stages including introduction orientation, process and result, analyze current situation of our quality control of talents introduction and then put forward the problems. Followed by study on the foreign situations, learn from them.Chapter 5 comes up with system control countermeasures of talents introduction aiming at present condition and problem of our country and learning from experience abroad. Use system theory, based on system control principles, and analyze system control elements and then on this basis to put forward effective countermeasures.
