The Study Of The Gap Between The City And The Countryside Under The View Of Scientific Development

At present, development of economic society in China still faces much disharmony, which is mainly demonstrated by big gap between standard of living in the city and the countryside. The income disparity between the urban and rural areas has existed for a long time, and it was stable before the reform and opening up. After that, however, the income disparity experienced the process: first reduced, and then expanded. This paper studied the gap between standard of living in the city and the countryside under the view of scientific development. The urban-rural inequality has become a key factor restricting the economic development in China. The concept of scientific development was put up by the new generation of the central collective leadership, within the general context of the undertakings of the Party and state in the new century and new stage, with an eye on furthering the breadth and depth of development, innovating concepts of development, brainstorming ways of speeding development, and addressing problems in development. Base on actual investigation, the original sources of view of scientific development and reduction of the gap are mainly explained, and detailed resolve measures are given in this paper. This article consists of four parts:Part one: History and present status of the income disparity was fully discussed, the social effects caused by the problem was discussed. Part two: The consideration of income disparity between city and country in China by the leaders of three generation of C.P.C. was mentioned first, and their important thoughts of the reform and development in rural areas were analyzed. The development thinking of Mao Zedong, Deng Xiaoping and Jiang Zemin represent different period of socialist development theory, and is an inheritance and development of Marx' Theory. Correspondingly, scientific view of development of new period is an inheritance and development of the leaders of three generation of C.P.C.Part three: Combined with the relationship of shortening the income disparity and constructing a harmonious socialist society, it was demonstrated that shortening the income disparity is the urgent requirement and a fundamental mean to resolve the Rural Problems and constructing a harmonious socialist society. It was also pointed in this paper that shortening the income disparity is an important embodiment of realizing scientific development view. Part four: This part is the key part of this paper. Base on the former analysis, the author brought forward the thought of resolving growing income disparities under the direction of scientific view of development, which is the only thought to resolve the problem. Meanwhile, as building a new socialist countryside and China's Western Campaign stated by The Party Central Committee were concerned, the practical meaning of scientific view of development on resolving the income disparity between city and country was discussed. Influential factors of urban-rural inequality and concrete measures for the problem were discussed.
