With the development of society, the cultivation of modern talents requires teachers to change their roles as soon as possible, namely from the roles of "maintenance, command and reproduction" to the roles of "creation, guiding and research". The training of the research-based teachers is to change teachers' conception of culture and let the education embody wisdom and life.This thesis is intended to explore the pattern and strategies for the construction of teaching staff in elementary education by describing the theory of public administration and by analyzing the case of construction of teaching staff in Shizhong District, Jinan. This approach intends to involve three aspects: setting up the lifelong education view, establishing research-based teaching staff and paying attention to the teachers' need for self-actualization.This thesis is composed of five chapters:Chapter one presents a brief introduction to the basic concepts, research methods, the present research status at home and abroad and development trend, thesis framework and background information of professional development of teachers in elementary and secondary schools.Chapter two introduces the theoretical foundation and the history of teachers' specialization. A detailed description is devoted to the significance of such theories as "lifelong education", "learning organization" and "hierarchy of needs" in constructing teaching staff. The author introduces the history of teachers' specialization in the world.Chapter three introduces the background information of teachers' specialization, methods of teachers' development in the new era and the existent problems. And its trend is explored by discussing the successful practice in foreign countries.Chapter four is devoted to a tentative study on the construction of research-based teachers in Shizhong District, Jinan. A through analysis is presented about the practice of the construction of teaching staff in Shizhong District. Chapter five puts forward some tasks and strategies for the construction of teaching staff in elementary education. Synthesizing the features of constructing teaching staff in western countries and the experience of teachers' development in Shizhong District, Jinan, the author proposes the pattern and suggestions for construction of teaching staff in our country.
