After China's entry into WTO, Tianjin Free Trade Zone, which is devoted to developing advanced technological industries, faces both new opportunities and challenges. For the success in the core tasks of inviting outside investment, bringing in funds for economy construction and in ensuring development in the fierce competition, it needs not only favorable policies and projects, but more importantly a group of specialized personnel who are qualified for the positions of Tianjin Free Trade Zone. However, it is the shortage of qualified and specialized personnel which has been the barrier which hinders the development of Tianjin Free Trade Zone. Qualified and specialized personnel are the first important resource and play a role of crucial importance in economy and social development At present, mechanical electronics and textile are main industries in Tianjin Free Trade Zone. In the near future, with the settlement of some new & high-tech projects, foreign-invested projects, export-oriented projects, there will be an urgent need of a group of managerial personnel specializing in international economy and business, enterprise management, technological development, marketing, financing, engineering and a great number of technicians and skilled workers. Besides, to meet the needs of the development of the social and economic situation, administration urgently needs to be raised to a higher level and a able and efficient administrative contingent needs to be cultivated in Tianjin Economic Development Zone. Therefore, to line in advanced development zones among China or in whole world,Tianjin Free Trade Zone must make scientific study on its own strategies for the training and development of qualified and specialized personnel.This thesis, based on the theories of labor-power capital and human resource strategic planning, by using the methods of investigation, interviews, document studies and comparative studies, intends to make analysis of the present situation of the personnel utilization in Tianjin Free Trade Zone and compares it with that of some other advanced development Zone in and out of Province. On the basis of this, the thesis absorbs some good experiences of the other advanced Free Trade Zones, adapts them to the reality of Tianjin Free Trade Zone, and puts forward the strategic objectives of the personnel development in Tianjin Free Trade Zone. This is, in some sense, an initiative work in such economicaly under-developed area as Tian jin. This thesis also puts forward a series of constructive suggestions about the countermeasures of personnel development strategy, the establishment of an effective inspiring mechanism, the formation of a reasonable mechanism for the operation of the personnel strategy, and the cultivation of a favorable environment for the growth and development of the excellent personnel.
