The System On Evaluation And Analysis Of Science And Technology Based On Paper Database In Colleges

The science and technology is first productivity, and colleges are the important bases where the scientific and technological results of a country are produced. It plays a vital role in strengthening the management of scientific research, raising the level of science and technology and improving the comprehensive strength of situation to carry on the evaluation, analysis and real-time watch and control of the condition of science and technology of the colleges. The scientific and technological paper is an important aspect that reflects the results of scientific research. Its quantity and quality can show the level of scientific research of the colleges from one side.In this paper we make a paper database as well as a scientific and technological evaluation analysis system of the colleges, taking the scientific and technological evaluation as a goal. In the second part we use the ideas of the management information system to provide an index system for analyzing the scientific and technological level of the college on the basis of the database. In the third part, we analyze the situation of Inner Mongolian University as an example,in this part we analyze the development of science and technology of the entire University and all its college from 2000 to 2006 separately. By looking into the overall quantity, the weighted total quantity, the per capita quantity of the scientific and technological papers as well as their quality. Through the single index analysis, it shows that although the total quantity of the papers has decreased in recent years, their quantity as a whole has been staying on the rise, and it also shows that all of this have close relation to scientific and technological policies and investment of IMU. The final part of the paper, we use Data Envelopment Analysis method to give a multi-index analysis and evaluation of the discipline construction level which is the most important in the scientific and technological evaluation of the university and then analyse the 22 Autonomous-region-class key disciplines in brief.
