Providing learning opportunities for more people and quality education for all are the eternal theme and fundamental missions facing distance education. With the rapid development of distance education in China, improving the quality, scientific management and evaluating have become the main problem of distance education. The dissertation is based on the correlation theory of distance education, in terms of management science, applies system theory, carrying out a thorough analysis of dis-tance education in China. The problems and countermeasures of teaching, teachers, core competence, school-running benefits of distance education in China are dis-cussed,and the evaluation methodology is also provided. The main contents of this dissertation as follows:The first part is the research base in the dissertation, it begins with the analysis of relevant theories of distance education, introducing the evolution process and the main pointes of the distance education. It then analysis the structure and the develop-ment circumstance of distance education management system.The second part is chapter 4, it mainly research on the correlation contents of teaching in distance education. The content of this part include analysis of question and countermeasures of course offering, the principle and methodology of instruc-tional design. And further more, it discusses the problems and countermeasures of teaching resource, and giving the enlightenment to the construction of teaching re-source of China based on the studying to curriculum construction of Opening Univer-sity in UK.The third part mainly deals with the construction of teaching staff of distance education in China. In this part, the Professional quality and role of distance education teacher is provided, the problems and countermeasures of distance education teacher are further analyzed. Assessment index system and evaluation methodology on com-prehensive quality of distance education teacher is given in the end.The forth part mainly researches on the core competence of distance education, pointing out that Learning Support Services is the core element of the core compe-tence of distance education. It further analysis the feature and the content of Learning Support Services. Suggestion to raising the level of Learning Support Services is pro-vided at the end of the part.The fifth part will conduct a research on school-running benefits of distance education institution. In this part, related theory of Data Envelopment Analysis is in-troduced, school-running benefits of distance education institution is analyzed in terms of both static efficiency and dynamic efficiency based on theory of DEA. In the end, comparison and analysis of provincial campus of Radio and TV University, which are choose as decision making unit, is discussed.
