With the announcement of action program of education thriving in 21 century and elementary education course reform outline, not only there were tremendous changes in basic objectives of science education, but also the concept of basic science education, curriculum design and teaching request. The most intractability problem of the middle schools and elementary schools who reform the integrated science curriculum is that how to train the teacher. Education department had trained the teachers for science education in many ways, but the effort of the training was negative. The teachers got little knowledge and craftsmanship in the shortdated training. In the same time this kind of training can't meet the quantity of the science teachers.The construction of web based course: Science Curriculum And Teaching Theory who had the traits of abundant information, convenient interaction, general overlay broke through the restriction of space-time. The students can learn under a independent, collaborated, comfortable environment. With learning this web based course undergraduate students in normal school may form modern concept of science education, master the means and ways of fostering and developing students' scientific literacy, in order to lay a science education academic foundation for teaching science and researching, and they will be eligible science teacher. With learning this web based course In-service teachers may improve the professional level of science teaching. The course may meet dissimilar teachers' learning, this may meet the need of teacher's makings of a fine science teacher.The essay introduces the development of web based course in country and overseas and analyzes the concept of web based course . The essay analyzes the theory and the fundamental of designing web based course, also analyzes the designing fundamental of web. constructivism , respective learning theory, humanism study theory as guidance, self-regulated learning, collaborative learning as teaching strategy,dominant-principal teaching structure as supplement, alternation design and learning environment as emphases. After analysing the instructional objectives, learner feature, knowledge content ,teaching strategy ,I designed 16 modules to make up of the frame of Science Curriculum And Teaching Theory in order to meet the autonomy learning and personalized learning of student.
