The vocational education, as an important component in China's educational endeavors, plays a significant role in training tens of millions of high-quality laborers and skilled technicians for the country. With the rapid development of the vocational education in China, especially the secondary vocational education, how to improve the quality of vocational education becomes a hot topic in our society. Among many elements, management is the key factor that influences the quality of vocational education. First-class quality demands first-class management. So, how to establish a scientific management system to improve the quality of education and the quality of the graduates has become an important issue that we have to face in the reformation and development of the secondary vocational education in China.Taking the documentary research, survey, demonstration and case study as its research methods while selecting technical schools as its research object, this paper analyses some problems existing in the quality management in technical schools, so as to prove the feasibility and necessity of introducing ISO9000 Standards to secondary vocational schools while providing the basic principles and methods for the introduction of ISO9000 Quality Management System to secondary vocational schools. Through the analysis and discussion of the problems existing in the operations of ISO9000 Quality Management System in some schools, the paper tries to provide worthy tactics for secondary vocational schools to expect ISO9000 Quality Management System to be an important method and an efficient tool to regulate management and to better the quality of graduates so as to improve the educational standard and quality of secondary vocational schools.The main contents include as follows:1. To list some problems in quality management such as the outlook of quality, leadership and strategy, management concept and methods and the motivation of improvement on the basis of the analysis of the development and the situation of quality management in technical schools.2. To give a brief account of ISO9000 Standards by elaborating its emergence, development, structure, the basic terminology, the theoretical foundation and management principles.3. To elaborate the necessity of introducing ISO9000 Quality Management System to technical schools from the angles of carrying out employment, improving the quality of graduates and standardizing quality management; and to expound the feasibility to establish ISO9000 Quality Management System in our technical schools from the aspects of the advanced nature and the universality of ISO9000 Standards, the unity and correspondence with the purpose of quality-oriented education, characters of technical schools and successful experiences of other schools at home and abroad.4. To explain, based on the concept and method of ISO9000 Standards and combining the characteristics and realities of technical schools, the fundamental concepts of the product, customer, quality and quality management system, then it puts forward the principles which technical schools must obey in introducing quality management system, they are "One Key Principle", "Two Basic Principles", "Two Relationship Principles "and" Three Method Principles". It analyses the structure and factors of technical schools'quality management system, and discusses the three stages, they are: System Planning, System Documenting and System Operating. Selecting Qinhuangdao Senior Technical School as a case, it discusses detailed steps and effects of introducing ISO9000 Quality Management System.5. And finally, the paper analyses the mistaken area of realization and formulism existing in introducing ISO9000 Quality Management System to technical schools, and puts forward the author's views on how to think of introducing ISO9000 Quality Management System in a dialectical way, and on how to grasp the five key factors of the leader's function, staff participation, resources distribution, system verification and customer satisfaction. It also approaches to how to deal with two relationships between ISO9000 Quality Management System and other education assessment system, as well as the creatable qualified personnel.
