Education is of fundamental importance to the fulfillment of our great long-range mission. Teachers are equally crucial to education. Through building new rural areas, help farmers reach a modest level of prosperity, and further develop the economy, the essential hope lies in education. Current rural education is doubly taken seriously, and highly emphasized. But the essential step to develop and improve the rural education is taking the structure of the teaching staff into account, one with rational framework, with sufficient quantity, higher quality, and deeply rooted in the countryside. Therefore,taking rural teaching staff team building, construction seriously. The reinforcement of rural area's teaching staff team building energetically and improving all-sided quality of teachers thoroughly have great strategic significance.The research work focuses on the situation facing the teachers in 23 rural junior middle schools in Li County, finds out the problems that exist in construction of teacher troops by investigating, then brings forward the countermeasures of solving the problems, which aimed at promoting rural area junior middle school teachers' healthy development, improving the teachers' quality, enhancing the quality of education. Providing information, facts and consultations for coming five years' junior middle school teaching staff team building in rural area and related educational administration departments' scientific strategy making, really let compulsory education duplicates practically.Methods such as questionnaire and interview are employed into this study, which lasts half of year. The author of this paper has carried out large amounts of practice surveys and collected abundant firsthand data, which have carried out accurate description and analysis to current situation and existing prominent issue to the rural junior middle school teacher troops in Li County. Comply with mainly: the structure of teacher troops, the quality of teacher troops, the construction of teacher troops and the life treatment of teachers. There are some problems existing in rural junior middle school teachers of Li County by analyzing the current situations of teacher troops in Li County. First, the problems exist in the structure of teacher troops. The teacher's feminization trend makes people worry about; the young teachers are too many, whose teaching age is short and teachers' pay is not very sood; high educational background teachers and well-known masters are deficient; and professional titles remains to be optimized further. Second, the problems exist in the quality of teacher troops. Such as teachers thoughts of teaching are backward, evaluation and implementation of teaching are not proper in the act; teachers' mental stress caused too much by the examination-oriented education; the sense of career achievement is starveling, awareness of teaching according to the law is weak; lack of morality; poor scientific research ability and modern information technology accomplishment of teachers. Third, the problems exist in the construction of teacher troops. There is a contradiction between "Vacancy" and "exceptional";substitute teachers should not be overlooked; disorderly migration resulting in outflow of intellectuals; lack for quality class and the specialized course teachers; continuous education of teachers is not good; and the internal management of the teacher troops is not perfect. At last, the practice of teachers' life treatment is not perfect too. The author has a further research to the reasons of these problems, and proposes some countermeasures and suggestions through combining the fact of teacher troops in rural junior middle schools in Li County.Making sure that the improvement of the overall quality of teacher troops in rural area, speeding up the construction of rural teachers' professional level, in accordance with the present realities of rural teacher troops, and the situation in rural junior middle school teachers prominent issues facing the countermeasures proposed, the author made reference to a large number of scholars have proposed construction of rural junior middle school teachers requirements, the solution is to be taken as follows: perfecting the structure of teacher troops; improving the quality of teacher troops; reinforcing the construction of teacher troops; and ensuring the life treatment of teachers. Come to say, perfecting the structure of teacher troops needs to achieve concretely the follows: coordinating teachers' sex, age proportion; carrying out in-service training, improving educational background, stronger the quality, and educate well-known teachers; assessing examine the standard, enlarges the titles of a senior professional post strictly proportion. Improving the quality of teacher troops needs to achieve the follows: sharpen teachers' professional ethic builds, improving teachers' thought quality; improving youth teachers' morality quality and the operation ability; improving teachers' modern information technology accomplishment and bringing backbone teacher scientific research advantage into play; making effort to drive the teachers to continue the quality educating, conscientiously improve overall quality of teachers. Reinforcing the construction of teacher troops needs to achieve the follows: increasing the sense of responsibility and urgency of teacher troops construction; carrying out overall planning of teachers and solving the problems of teachers' authorized staff; resolving the issues of substitute teachers properly according to people-oriented; establishing and perfecting a reasonable rational flow mechanism of teachers in rural junior middle school; enrolling a person because of post and replenishing a specialized teacher in time; perfecting management mechanism of teacher troops and building up the inspiring mechanism that stimulate teachers' enthusiasm. Ensuring living conditions of teachers needs to achieve the follows: improving rural area junior middle school teachers' reputation; taking "positive discrimination" to resolve rural junior middle school teachers' wages.
