China western region with serious shortage of education resources is really the region that wants to access and utilize the resources mostly through some way. With the fast development of information technology and educational informatization of west region itself, digital, open, sharing network learning resources have been gradually accepted by teachers and students in west region universities, becoming their important channel to gain learning resources. Whereas ,because of unenlightened education idea, imperfect information infrastructure construction, Complex multi-Minority and Language and cultural barriers, students in west region universities still have not acquired proficient consciousness and skills of utilizing network learning resources.In order to promote college students in west region to utilize network learning resources more adequately and effectually, cultivate their information literacy and modern educational technique, this dissertation is based on surveying the utilization actuality of network learning resources at YiLi Normal University mainly through questionnaire and interview, including the following aspects : students'present network utilization situation, their Value judgement and Constraint factors in using network learning resources, teachers'guidance in network learning and the application level of Campus Network.Based on the above Survey results and analysis, the dissertation has further brought forward some proposals. The research main conclusion as follows:Firstly, advance teachers'information literacy in western region universities; Depending on local teachers, establish the teacher learning resources center under information technology environment to share high quality instruction resources;Secondly, set up computer and network technology elective courses, Organize training and academic activities to bring up students'network skills;Finally, establish and enrich campus network'learning resources and perfect communication function to promote the utilization of campus network.
