A Strategic Study On The Development Of Private Elementary And Secondary Education In Wenzhou

Development of private education has aroused enthusiasm of all levels of the society in doing schools, increased investment in education, expanded the scale of education, cultivated a large number of talented people for the country, met people's need for education, and promoted reform and development of the cause of education. Private education has gradually become an essential part of the cause of education of our nation. Private elementary and secondary education has achieved remarkable development during the past few years, but some problems have also exposed. How to make the most of their advantage, to adapt to the social demand, and to make space for its living and development in future, is an outstanding and serious problems private schools are faced.Based on research and reviews, this article analyzes the developing environment of private elementary and secondary education, puts forward measures for healthy development of private elementary and secondary education, to provide reference for those schools to find a right way of development.This thesis is divided into five parts. The first part introduces the purpose, content and methodology of the study in private elementary and secondary education. The secondary part briefly analyzes the relationship between private elementary and secondary education (including kindergartens) and social and economic development. The third part analyzes the strength, weakness, opportunities, and threats in the internal and external environments where the schools grow. The article points out that governments at all levels attach great attention to private elementary and secondary education, that the society has high demand for quality private schools, and that various factors such as increase of key schools and demonstration schools among private schools have greatly promoted private education in Wenzhou. However there are also contradictions and problems that handicapped further development of private education in Wenzhou, such as traditional idea that regards private schools as lower than public ones, instability of faculty, insufficiency of government's support and reward, inadequate autonomy, defected internal management of the schools, and undefined property rights and reasonable return of the private schools.Based on SWOT Matrix analysis of development strategy of private elementary and secondary education in Wenzhou, Chapter 4 analyzes the portfolio of strength, weakness, opportunity and treat of the schools, clarifies different phased of the private schools go through during their development, and concludes four development strategies, namely Growth-oriented Development Strategy, Multi-direction Development Strategy, Reversing Development Strategy, and Defensive Development Strategy. The fifth and sixth parts put forward internal and external Countermeasures on the basis of previous analysis. External measures are supportive policies of the government and educational administrative department, including support in enrollments, evaluation, and publication activities, ensuring teachers in private schools of the same legal status and rights as those in public schools enjoy, increase support and reward dynamics to impetus the private schools into a higher phase, granting more autonomy to inactivate the private schools, and definition of property right and reasonable returns to make sure that the private schools are run legally. Internal measures mean improvement of the private schools' internal management, including laying emphasis on faculty group construct, enhancing teachers' professional competence, improving legal person governance, promote innovation of management system, paying attention to the training of managerial personnel and backbone faculty, raising educational management level, and establishing private educational group to walk a group development path.
