Performance appraisal system and compensation design has become a key issue in the management of human resources worldwide nowadays. It has been emphasized by managerial staff and research about it has made considerable progress. Yet not enough attention has been paid on Performance appraisal of the public-sector organizations such as those of culture, education and health.As, for many years, most public-sector organizations operate in the same way that governmental organizations do, they bear the profound features of the times of planned economy and, therefore have not formed a performance appraisal system with their own characteristics. As reform deepens, separation between governmental and public-sector organizations is carried out and HR system is gradually transformed into that of appointment and invitation for application for jobs with method of survival of the fittest.It has been an imperative issue that how a performance appraisal is set up and made it function well in the public-sector organizations as well as the HR management is transformed to a scientific and standardized direction. In order to adapt to the reform and development of the Public-sector Organizations, the writer of this thesis is to help set up performance appraisal system of all directions and three dimensions based on the institution he works for--- Daqing TV University.To reduce the subjectivity of the managerial staff and increase the objectivity and accuracy of the performance appraisal, it is also the writer's intention to use performance appraisal system as a tool of coordination to promote to transform the behavior of the staff and hence serve for the purpose of incentives. At the same time, it is desired that the results of performance appraisal can be used as a basis for compensation distribution to better ensure the fairness of compensation and hence to increase the overall efficiency of the school. It is also the hope of the writer to sum up and accumulate some experiences to serve as a directive for all the public-sector organizations subordinated to the municipality.This thesis introduces and analyzes the relevant up-to-date theories on performance appraisal and compensation design both from home and abroad, such as the objectives, standards and techniques for performance appraisal, the setting up of performance appraisal system, implementation of measures for performance appraisal as well as the theories and methods for compensation design and management. In the thesis, the present status of performance appraisal in Daqing TV University and problems in the management are introduced along with his working experiences and knowledge. The key point of the thesis is to put forward solutions to the problems existed in TV University and to design a specific performance appraisal system as well as a compensation system on a practical basis by use of the advanced theories and methods as reference.
