The vocational education legislative work obtained the breakthrough, the People's Republic of China professional educational method was promulgated in 1996. The medium vocational education has totally trained thousands of technological workers for years and made contribution to our country's prosperity and mightiness.However, our country's medium vocational education development is not always stable. Through the domestic and foreign experience inspection, this article viewpoint is that the medium vocational education must coordinate with the industrialization and urbanization development and be in advance. Its angle of view transfers from serving for local economic construction to urbanization advancement. Take the urbanized level as the basic reference to determine the medium vocational education's scale and speed, vocational education's direction, object and content, the specialized establishment, then we can avoid this unstable phenomenon. In the present stage, the medium vocational education development should be impelled by the government primarily and assisted by the society participation. For these persons who receive the education, the government should enhance its subsidization dynamics, implement the free education to the weak community children, and encourage the general junior middle school graduates, especially the countryside ones to receive the vocational education.
