Study On Evaluation Of University Informatization Deployment Based On Contribution To Purpose

With the rapid development and wide application of information technology, informationalization has become an irreversible tide of the day since the 1990s. In this information age, higher education goes with the current. By making use of informationalization results, it promotes such fundamental reforms as higher educational notion, educational system and management, educational means and methods. It also forcefully stimulates the modernization and sustainable development of higher education. As a result, many universities in our country were approved for projects on the application of informationalization to education one after another. By pumping large amounts of funds into these projects, big progress has been made in the construction of infrastructure and websites. However, with the ever deepening of the informationalization, it has also exposed some weakness such as the low-level redundant development, a low utilization rate of resources and some superficial false planning. Thus, to solve these problems, we must have a whole understanding on the study of higher education informationalization, and make a scientific evaluation on it. Only through these ways can we give right guidance to the higher education informationalization achieving the strategic objectives of it.The present paper focuses on whether the planning is consistent with the strategic goal or not, targets by stages is scientific and reasonable or not, and how to designate the investment in the key areas. It's also the first time for us to bring the theory of Target Contribution Rate(TCR) into the planning and testing research of higher education informationalization. Grounded on the achievements of our predecessors, we put forward the planning and testing index system which is based on TCR. We also design some computational methods of TCR and construct some TCR-based models. In the end, we will take "Eleventh 5-Year" program for Xiangtan University's informationalization for example, and conduct an empirical work on the index system and testing methods in this paper.
