With more than 30 years of the implementation of reform and opening up, China's economy and culture have developed rapidly. Institutions of higher learning, aiming at cultivating talents for comprehensive social development, have carried out reforms against social needs for more than 20 years. And one form of the reforms is that the freshmen can change their majors at the beginning of their university lives. This reform is designed to make up the regret left in the college entrance examination, to achieve students' personal development, and ultimately to achieve the goal of the cultivation of talents. Meanwhile, talents can be flexibly distributed, as well as meet the needs of the social development. However, has this system in the process of the implementation among various institutions of higher learning achieved the desired results? What kind of problem exists there? And how should we respond to the problems? This paper attempts to analyze by discussing the actual circumstances of implementation of this system among freshmen in Taizhou University, to determine the role of it while focusing on the development of talents, to find out the root of the problems by analyzing the various factors affecting this system, and to study the enlightenment getting from it in terms of cultivating talents, university management and the reform of higher education.
