Along with the development of social and educational information, teacher's professional development (TPD) people concerned has exhibited a new situation; educational information has put forward new challenge as well as opportunity to TPD. How to implement the process of TPD under information environment has become as the hot issue for the researchers. To construct a system for the TPD under information environment is absolutely a new searching way.This paper first analyzed and summarized the following content: the connotation of information and educational information, the definition and connotation of TPD, the knowledge structures of the teachers, the principles and characteristic of TPD, the different developing phrase and influencing factors of it. Then the author researched the current status of TPD in and abroad, and carried out the investigation to the teachers of some primary and middle schools by distributing questionnaire at the scene and on the Internet, we also took talks with the teachers we gave questionnaire, the data analysis is essential. Based on the theories above and the investigation, the author believed the knowledge structure of teachers was consisted of three kinds of knowledge (ontology knowledge, condition knowledge and practical knowledge). Afterwards the author probed and excavated the driver of TPD under information environment, and then expounded the theory foundations of constructing the system of supporting TPD. Based on these, the author put forward a concrete design of the system and the functions, and then constructed the basic frame, and made a simple introduction of the developing tools, the running circumstance and the function of the platform, then developed and realized the most function modules of the system, finally the author analyzed the running situation and application examples of the system.The focuses of this paper are the following:Firstly is the basic analysis and relevant theories of TPD, this is the foundations of further research.Secondly is to probe effective factors or the driver influenced TPD under information environment, which is mainly based on the knowledge structures of teachers and the characteristic and functions of modern information circumstance.Thirdly is the theory foundations of constructing the system of TPD based on the data analysis of the questionnaires.Fourthly is the design of the frame and functions of the TPD prototype system, the constructing of the TPD system, in the hope of forming a learning community and stimulating the promotion of the teachers' professional knowledge, practical wisdom and professional affection.
