| A movement of competency led by successful appliance of competency theory in the commercial field, then it gradually spread to the educational field. Some domestic scholars begin to have a try on the studying of the problems in this field. This study starts with the basic theory of competency, combines with the human resource management actuality, and tests the competency level of 123 PE teachers of middle school by using Dr. Xu Jianping's questionnaire. Then analyze the result by comparing the scores got by PE teachers and other teachers, the following conclusions are included:(1) The competency of PE teachers is lower than the teacher's overall level. Compared with the teacher's overall level, PE. teachers are statistically significant lower in five competency characters: personal traits(TRI) , expertise(EXP),focus on pupils' needs(FCN) , information search(INFO), profession preference(PP),especially in EXP, INFO, and PP. However, they are in Convergence of the teacher's overall level In ICO,RB, RO and UR.(2) Man and woman have not show obvious differences on competency level, females can do well as males on PE education. Age of school show obvious effect on competency level, it's come better when they have more education experience.(3)There is an obvious relationship between the competency level of the PE. teachers and performance in teaching. Excellent PE.teachers does better in the competency characters of TRI, FCN, RB, PP and UR, especially in RB and PP.(4) Further study on the applicability of the current competency model of teachers in primary schools and middle schools to senior middle school PE teachers is needed. Unlike the whole staff, excellent PE teachers and common ones have not show obvious differences in EXP, ICO and INFO. However, they have obvious difference in UO, which does not exist in the whole staff between excellent teachers and common teachers.According the conclusions of the study, there are some suggestions about Human resource management of PE teacher.
