With the fast developmnet of information technology and the starting of the new curriculum reform, how to strengthen the information literacy education plays a major role in the process of the education for all-around development. As the primary channel, the information technology course not only is an improtant element of the the information literacy education, but also are crucial in developing the information literacy education and the development of ICT. The carrying out of information technology course in vital secondary school will play an important demonstration and leading role for the information technology course in unvital secondary school. As a foundational step accordingly, investigating and studying the actual state of the secondary school information technology of Hubei province is of highly practical significance in the whole process. This thesis analyzed the present situation about the information technology course in vital secondary school of Hubei province by investigating and studying, and conclused the reason restraining the development of the information technology course, creatively proposed several corresponding suggesions and strategies to improve its great development. The author hopes this thesis will provide practical reference for the recent information technology curriculum reform.In addition to the introductory chapter, this thesis falls into five parts. Chapter one elaborates the topic research background, the object, the goal and the significance as well as the research technique. Chapter two is about the new curriculum reform and building of the information technology course, and concretes on the domestic and international information technology courses on the secondary learning and teaching of the status quo based on the analysis of the recent form and status of education reform. Chapter three consists of a statistical analysis collected from the investigation on the present situation of vital secondary school in Hubei province, including students and teachers Volume used for getting the information about learning and teaching separately; a further probing into the obstruction factors; and then drawing out possible reasons for these problems. In chapter four, of central concern is to put forward practical countermeasures to the problems exposed in the research. The final chapter is a conclusion, points out the outcomes as well as the deficiencies of this study; suggests others respects deserving further studies.
