Hunan Province was the earliest province which developed the higher education after the reform and open policy in1978,. Up to May, 2008, Hunan Province authorizes 13 non-governmental full-time ordinary universities to be possible to issue the educational certificate .There appeared some characteristic well-known colleges and universities , and Hunan International Economics University was the representative among them.The teaching group's construction and management of non–governmental institutions in Hunan Province has made some progresses after undergoing great difficulties : The policies and regulations managed of non-governmental higher education are gradually becoming perfect; The teaching groups begin to take shape; The teaching groups'overall quality obtains promotion greatly; The teachers'specialized characteristics are prominent. But at the same time also highlights some questions: The teaching group's structure is unsatisfactory; The teaching group's stability is bad; The teachers'universal pressure is heavy; After Teachers have difficulties takes advanced courses ; The teachers'scientific research is relatively weak; The teachers'ethics education is short .The above problems of non-governmental institutional teaching group's construction and management in Hunan Province have the reasons from the following several aspects. From the macroscopic angle: Non-governmental educational legislation lags, governmental managing functions flaw; The exterior management system is not suitable, personnel system reform lags; The funds originate relatively solely, fund question restricts the development; Students'quality is hard to guarantee , social identity exists great barrier. Looked from the school angle: The internal management system is not perfect; Lacks the scientific teaching appraisal; Lacks the scientific incentive mechanism and so on. These factors immediate influence Hunan Province non-governmental institutional teaching group's construction and the management directly.To solve these problems appeared in the non-governmental institutional teaching group's construction and the management in Hunan Province, looked from the policy stratification plane, must strengthen the higher education legislation work, realize the legalization; Promotes the higher educational management level, to realize the standardization; Promotes the personnel system reform, realizes the flowing of human resource .
