On Cultivation Of Men's Innovative Capability

We live in a new age, an age when innovation as a force enjoys tremendous progress and expansion, and an age which has witnessed continous emergence of innovation-oriented talents. Innovation remains as a theme of this new time, and is a source of power for development and further progress of it. Cadres serving for political work are essential elements of the main body of the political work in the army, and play an important role in the process of establishing,developing political work and of improving it as well. Thus they should have to make constant efforts to seek solutions and measures to address the newly arising situations, problems and contradications during the development of the political work in the army, particularly under the condition dominated by reform and opening-up, and socialist market economy, ensuring the absolute leadership of the Chinese Communist Party over the army, and the stability and unity of the armed force.This thesis generally includes four sections;The first section provides a brief introduction of the definition, patterns of innovative capability among cadres above, and the significance of developing such capability as well. Innovative capabitlity ,as defined, is that our cadres , under the guidance of a certain objective, undergo intellectual operation and innovative practices in terms of the political work in the army by melting and fusing many factors such as relevant knowledge ,information,technolgy and materials, so that the intellectual qualities could be formed to push forward our political work for furhter and deep development. This answeres the call of objective demands of an era with knowledge-based economy, and is the special requirement of cultivating innovation-oriented personnels for political work.The second section, the center of this paper, stesses the elements that innovative capability is composed of ,in which innovative knowledge forms a fundamental factor. Innovative knowledge falls into four aspects: the quality, structure,vitality and innavative efficiency of knowledge.The targeted expansion of knowledge structure among our cadres, the nurturing of the vitality in knowledge and the progress in both qualities and innovative efficiency of knowledge will be beneficial for them ot leap across the mere focus on knowledge capacity to the creative application of it, across knowledge instructions to the integral development of knowledge, qualities and innovative capability as a whole. Innovative ideology is referred to the innovative will and desire consciously stemming from human's brain to actively alter the current situation of all things that are ceaselessly changing. It is an indispensible element of predominating and controlling, regulating, strengthening and inspiring other components in innovative force. As to innovative thinking, it is the reflection of the innate property of all things, and of the organic relationship among inward and outward factors. With a movel mode in a broad sense, it is an advanced process of thinking activities that can be applied to create living substaces, like the role of a"processing plant"in innovative capability. Not only is innovative thinking able to reveal the nature and the unconventional orbit of activities among things, it also can provide new and valuable achievments. It is comprehensive application of many ways of thinking and a core element in innovative capability. Innovative practice , as a fundamental role in innovative force, refers to the conscious innovative activities to renovate the society and nature. It is favorable for the cadres to develop and enhance innovtive capability, and for the reform, innovation and development of the political work in the army. It entails much practical political work among our cadres to explore and improve innovative capability.The third section points out the basic laws behind the shaping of innovative capability, including the law that inward causes take the lead , that practice forges innovative talents, that outward causes regulate .The fourth section demonstrates the problems existing in our caders'competence for innovation. And the causes for these problems and methods for development are also provided. In the light of the new situation and the historical mission on our army , there is still a lack of competence in innovation among our caders , which is listed as follows: the relative backwardness of innovative notion, the unreasonable structure in konwledge, the rather low-level intellectual quality, the obstructed innovative sentiments, the lack of capabilty in scholary research and other aspects. Thus it is among the requirments to carry out innovative education, to enhance the cultivation of innovative qualities, to shift the conventional and sustained education to an innovation-oriented education, and to emphasize the function of education in reforming culture rather than the focus on the educational function of cultural inheritance. We will strive to establish an open, fair and just competitive system, to establish and improve a system of appointing personnels through selection, and to set up the qualification system for holding a post, as well as the standized system and incentive mechanism for innovation.To forge innovative qualities and capability among our cadres, so that they could fully fulfill their duties and missions, it is requisite that they enhance theoretical accomplishments on philosophy, and bing the interconnetced intllectual factors and non-intellectual factors into use in innovative activities through brave exploration and practices. Thus an integral system can be jointly composed of to apply innovative force, and thereby cultivating excellent innovative qualities and strong innovative capability.
