| Urbanization is the main symbol and content in the social development and thus it is an inevitable choice in the advancement of the society. However, after a lot of practice, the road of urbanization is not smooth as expected, and it still has a long way to go. Although a great deal of accomplishments has been achieved during urbanization, it does not fully mean that mature experience has been grasped. Thers are still many problem in the process, especially "villages in cities "problem on which a large number of scholars and experts have made research, which manifests the understanding towards urbanization. The main argumentation it brings is how to dissolve the disturbance two-dimensional land management policy has brought, which constitute an obstacle as we step forward. It is not certain that whether the policy ought to be broken or other ways should be found under the policy until a lot of practice has been done. Having made an investigation upon the "villages in cities" reform stemming from supposition towards "villages in cities" in Beizhang, Taiyuan, the author found it exhausting. After the author doing the research on the materials and the urbanization trend, the conception towards "villages in cities" has come into shape. The reform of "villages in cities" cannot fully fulfilled if the problems are partially solved or the main problem is solved because all these problems are interrelated. For instance, the settlement of the newly pulling- down, the employment of farmers. The reform of "villages in cities" will prove to a failure if the employment and economic problems cannot be appropriately handled. The author puts forward the principle-settings in order to guarantee the fulfillment of the reform.Three principles have been set in the dissertational. Idea creation, action in accordance with law, and sustainable development respectively. Whether there three principles are thoroughly carried out will determine the effect of the "villages in cities " reform.
