| With the rapid development of economy and society, higher education has become the power source of the economic and social development, the significant symbol of national comprehensive strength, as well as the intellectual guarantee of durable development strategy. That's why all countries are dedicated in the popularization of their higher education; however a series of obstacles inevitably lie right in the way, especially the financial issue. By way of linchpin in French higher education, the centralism of higher education has a large similitude with our national higher education system.Since 1980s, France has launched a range of reforms on the higher education, and yet the development of higher education faces head on a huge challenge from the arising crisis of financial collection of French higher education. Major indicators reflecting the collection in higher education are in the downturn in recent years, namely, public outlay of higher education in proportion to GDP, public outlay of higher education in proportion to total public outlay, average public outlay of higher education calculated on fixed price. And in the meantime the entry into university is skyrocketing, the actual higher education outlay is consequently no longer sufficient. To get rid of the sharp contradiction, the French government put forward a series of reforms on the financial issue of higher education, e.g. further enlarging the channel of higher education financing, encouraging private financing, restructuring micro basis of financial operation of higher education, executing the capital autonomy of university, implementing the appropriation formula by objective standard, and employing contract appropriation system. All these reforms are gaining some ground in terms of breaking away of capital crisis of higher education, and improving the efficiency of capital usage, while the supply of higher education capital still falls short of the demand.The thesis shall be categorized into 5 parts:The first part is the introduction on the background of subject selection, consisting of general situation of current development of French superior education and the meaning brought by this thesis. The second part is the basic conception, introducing the basic conception and method on educational investment and summarizing the financial investment system tendency of world superior education. As for the third part and the fourth, they are the key parts of the thesis, which dissertate on the current situation of higher education financial management and investment channel in France, the adopted measures against the financial crisis, as well as contract systems conjointly signed by the French government and higher educational universities and institutes. The fifth one expounds on the illumination on the Chinese higher educational system in light of French counterpart. |
