How to innovate science and technology and improve independent innovation ability has attracted the whole nation's attention and the system innovation plays the key role. Since reform and opening-up we have made great progress on the reform of science and technology system, however, the system still hinders the independent scientific innovation especially the system about the evaluation of engineering technicians'professional title which cares about the outside instead of the inside, quantity instead of quality. The macro management follows the planned economy mode. Administrative behavior plays an important role during the process of the evaluation of professional title which limits the enthusiasm of engineering technicians'independent scientific innovation. So the research has great theoretic and practical meanings.Taking attribution incentive theory and reviewing the related document and material and defining the related concept the article introduces the initial socialization reform and practice in Z City especially investigates and analyses the further socialization of the professional title evaluation reform in Z City. It also considers and looks forward to the all-sided socialization evaluation of engineering technicians'professional title, especially the appearance and existence of new evaluation organization.The following conclusion are decided through the above research: firstly, the measure of"independent application by personnel, just evaluation by the society, independent appointment by the employer and macro-management by the government"should be taken on the way of the socialization evaluation reform of engineering technicians'professional title; secondly, the all-sided reform of law and policy and organization and meticulous operation should be carried out; thirdly, completely independent and non-administrative association should replace the evaluation organization with government's background and strong administration.The proper innovation of the article lies in the two parts: one is the innovation in the field of research. The document and material the author has collected reflects that the special research about the evaluation of engineering technicians'professional title is lagging behind and less, not to mention the research depending on public management theory. The subject researches try to compensate for deficiency. The other is innovation of the research framework. A try applying incentive theory to the professional title evaluation is helpful to deeply expound the importance and feasibility of the socialization evaluation of engineering technicians'professional title.
