The theme of contemporary education reform and develop is to overall promote quality education. One of its important objectives is to train the students' self-consciousness. The first condition of reaching this aim is the cultivation of teachers with self-consciousness. Teachers must have correct cognition to education teaching process from their own experience, student's feedback, colleague's evaluation and education theory's understanding, and then make the critical reflection. That is to say, teachers must have strong instructing-supervising ability. The investigation results show that high school teacher's instructing-supervising ability should be improved further. The initiative and positivity of instructing-supervising is insufficient. The instruction design is considered very important, but is restricted into the frame. The regulation of class is less flexible. The evaluation and reflection is inadequate. Aiming at this state, teachers should first be erudite, improve their own quality in the learning, make practice- reflection- re-practice continuously in teaching and form helical advance situation, and pay attention to establish the intimate cooperative relation with students and colleagues and create favorable improvement atmosphere. At the same time, schools should create loose and democratic management atmosphere to inspire teachers'internal working motivation and promote the motivation transform form the external into interior, and support the development of teachers'instructing-supervising ability.
