The essence of higher education is professional education. All the educating activities carried out in higher educational institution should focus on the subjects, and the quality of the specialties development results in the educational standards and quality of the higher institution. The development of undergraduate program evaluation is good for the promotion of China's evaluating system transformation from traditional administrating focus to academic focus, which gives prominence to the state of both coterie and scholars themselves, besides, the development of the undergraduate program evaluation can provide a observation basic point to the development of high quality specialties and subjects.This research introduces the development and practical characteristics of program evaluation aboard, meanwhile, it reviews the 20 years'history of the undergraduate program evaluation in China. The research provides related theoretical evidence and practical possibility of the establishment of the program evaluation system in China by analyzing current problems and causes in this field through comparison.The research considers the unification of the scholar autonomy and peer review as the essence of program evaluation. From the view of development of program evaluation, the initial program arrangement was designed by the peer and scholars but the government got involved in the higher institution through various ways as the higher education became the center of the society. The government set its own standard of the program arrangement and student cultivation. As a result, the system of program evaluation came out to alleviate the contradictory between the development of the subject itself and the cultivation request of society. Government sets macroscopic command of the program arrangement and development and cultivation of higher institution due to the weakness and characteristics of higher institution. The success of program evaluation depends on the unification of the scholar autonomy and peer review. Program evaluation in China began from 80's, but its development was quite slow. The program evaluation in engineering subjects such as architecture got an outstanding record, at the same time, however, there were still lots of problems existed. There is a long way to go. From the view of this research, if we want to establish the program evaluation system full of Chinese characteristic, we should change the government's derect interference into directional command, and enhance the academic power of higher institution to establish its own quality supervisal system and carry out the evaluating manner focus on curriculum development and evaluation. Meanwhile, the inner multi-developing system of program evaluation should be improved and be divided into three different species according to their future development. In that case, China can develop its own program evaluation system.
