Study On ISO9000 And The Construction Of Quality Management System Of Higher Education For Independent College

In recent years, China has witnessed a rapid development in higher education, which has realized an unprecedented enlargement of scale and breakthroughs in reforms. China's gross enrollment rate of higher education has reached 22%, entering into a new stage of Higher Education Popularization. Independent College, as a important act to explore school runing mechanism and a major policy achievement to support private school development, has experienced a procedure form spontaneous testing to government control and adjustment. Now the standardization of management and the quality of teaching have become its major concern.As the populization of the concept "Customer First" and "Quality Continuous Improvement" for TQM in education, more and more schools begin to pay attention to the world's famous ISO9000 Quality Management Standards. The core of ISO Standards is to confirm an organization's ability to meet customer requirements and comply with laws and regulations by establishing, implementing, maintaining and improving the ISO Quality Management System.This paper, combining the traditional Education Management theory with the latest Quality Management requirements, studies the feasibility, applicability, particularity of ISO Standards when applying in the educational field; introduces the process and key problems of establishing ISO System in an independent college according to its characteristics and developing direction; using Tongke college as an example, shows two essences of ISO: Document Control and Process Management.The implementation of ISO will bring breakthroughs in management ideas and models of independent college, raising a concept of "Student First", standardizing the management process, enhancing its international competitiveness and credibility of Higher Eeducation Quality Assessment.
