The Framework Of University Science & Research Management Capacity Maturity Model

Since 21st Century, 'Establishing the Creative Country' has been the strategic aim of China. As is the most important aspect of the Creative Framework of China, the responsibility of universities' research framework is hard. Considering the reality of the universities' research management, it's the most important to find ways to enhance the universities' research management capacities.That may be the point of recommending the Capacity Maturity Model (CMM). CMM was created in the 1980th, in SEI. Its original management thoughts are Process Management and Continually Improving. Since its bombing success in American software profession, it is accepted worldwide and then be tried by other professions.Given the features of universities' research management, and the need of improving Chinese universities' research management continually, the Science & Research Management Capacity Maturity Model will be born.In this paper, the research of the universities research management and something about CMM was introduced first. Then the basic realities about establishing the University Science and Research Capability Maturity Model (SR-CMM), such as the contents and methods of Science and Research management and also the application of the CMM, were set force. Next, the framework of SR-CMM and its Key Process Areas (KPAs) were expounded. At last, through the introduction of how to use SR-CMM in a university, steps, methods and ways, and the key points of using SR-CMM were given.
