In September 2001,"PE and Health Course Criterion"was adopted at selected points as an expriment.SinceSeptember2004, it has been carried out all over the country. So, it seems essential to do research into the condition of implementing. Developing PE and Health course is an optional, diverse, and individual process which involves schools, teachers, students as well as some professionals. It bases on PE and Health Course Criterion to assess the students'need and makes full use of the district and school's resources. In order to know the condition of developing PE"Course Criterion"in Mongolian middle school in Inner Mongolia, I do research into 114 teachers and 1900 students from 19 schools by questionnaises.The results indicates:1.The academic credentials of PE teachers have reached the need of Junior middle school education, but some improvements in academic credentials are still necessary in ordinary schools, including some key schools. As to the age and professional title, the PE teachers are tend to be young and lack of professional training. And the form of train is lack of diversity. PE teachers'scientific research level is not high and they don't have enough awareness of doing scientific research.2.The result of investigating teaching goals, teaching content, teaching method, teaching evaluation and teaching organizing indicates that PE teachers in Mongolian schools can understand the theory of"Course Criterion"as a whole. But they continue to use the old ways in the choice and operation of teaching content, method, evaluation and organization form.3.Analysing main component, I know that these are 6 major factors that restrict carrying out Mongolian school's PE and Health Course, which are ranked as follows: training, concern, attitude, feature of the subject, lesson resource teacher's quality and campus atmosphere.4.The Mongolian middle schools in eastern part of Inner Mongolia are lack of PE equipment, while equipment of the schools in other parts reach the requirement of"Course Criterion"; As to the playground, there are apparent discrepancies between key schools and other schools except the playground for track and field, basketball and volleyball; The playgrounds in east, mid and west parts have their distinguish features.5.Mongolian middle schools have developed extracurricular activities. 59.2% of students think that the effect of those activities are not satisfying. They think highly of traditional Mongolian sports.6.The PE teachers in Mongolian schools support developing PE course. Professional skills and knowledge, attitude, awareness of PE teachers and attitude of parents and society are the major factors that influenced PE course. PE course also face the difficulties such as shortage of lesson resources and teachers, lack of funds, policy support and comprehensive plan.7.In general, students have little knowledge about the goal of PE and Health Course and parents don't pay enough attention to developing this course .To train their body and improve their health are the main goals of students. They just want to release the pressure and relax by joining in PE interest group. There are no differences between boys and girls in goals of attending PE lessons.8.Developing PE course is helped for students'new sport skills and it helps them form interest in sport. It also helps teachers to reform their education theory and schools to improve their reputation. The result of PE course are that it formed students'hard-working quality and sense of challenge; students'physique and health condition was improved; students got the new knowledge of PE course. But, the fun and sense of success they get from it in not enough yet.
