Analysis Of Public Policy On China's Public Student Loan

A viewpoint that we should insist on giving priority to education development, and enhance the educational equity was put forward in the 6th session of 16th CPC congress. Besides, overall implementation of public student loan policy for constructing socialist harmonious society also was brought force. All of these show that public student loan has significance in ensuring the educational equity and promoting the social harmonious development. By firstly illustrating concept of student loan offered by state government, background of policy's coming into being and policy's significance with visual angle of public policy, the writer introduced situations and problems in implement of student loan by demonstration, and from various aspects analyses reasons which resulted in these problems.On the basis of analysing and comparing the latest policy and former one, the writer also studied the deficiency in this policy system and finally put forward some countermeasures including further playing government's role to improve the working system of student loan, establishing and improving risk prevention and compensation mechanism of student loan, further revising and improving this policy, making bank's credit management related to student loan stronger, playing the role of institutions of high learning, founding the specific institution offering student loan----China Educational Development Bank, perfecting the law system of student loan. Only are these measures mentioned above taken, sustainable development of this public policy would be promoted better.
