On The Rural Population Control Of Shandong Province Under The Condition Of Market Economy

Population control is a big problem for our country to carry out the transformation to market economy system .Shandong province is a province with large population and developed economy. Oweing to the Family Planning policy implemented since 1970s in our country, the fast and unharmonious increasing of Shandong population is controlled effectively. And Shandong has become one province with low birth rate and low natural growth rate. However, with the establishment of the market economy system , Shandong's population control is facing a new trial. On one hand ,there appears economy dividing line between eastern and western part inside Shandong province,and the population increasing shows quite different tide; On the other hand, some realistic problems ( such as ageing of the population , move in large scale etc.) have become the new contents of population control. In the past, Shandong's population control depended on the powerful administrative enforcement,people's traditional idea didn't change radically. And there are special civilization atmosphere , unique traditional consuetude in Shandong province. Under the new background of the era(China has been a member of WTO, Market Economy is invading the people's mind), the population which has been constrained by the outside force maybe rebound up because of the weakness of administrative means. Facing the 4th birth climax , stabilizing low birth rate level in the countryside is the key to the population control in Shandong .so countryside is the important and difficult point of the population control. While there are still many imperfect points in the mechanism of the rural population control .This paper tries to analyze the fundamental features of Shandong rural population and the outstanding problems in population control under the condition of Market Economy. This paper also probes into the cause of the problem,at last gives out the suggestions and countermeasures to the problem .The paper is divided into four parts. The first part introduces the basic situation of Shandong rural population from three aspects: Rural population control is still a large pressure; Population quality doesn't fit for developed economy; Irrational population structure brings up social hidden trouble. The second part puts forwards the prominent problems: the effect of market economy on population control, birth without permission of policy, ageing of the population, management of floating population,gender choice etc. The third part probes the causes of these issues ,such as the effect of Market Economy on the family economic behaviors, traditional children concept, lower cost of having and raising a child,pay less attention to investment of human capital,imperfect countryside policies,faulty social security system of countryside , women's social roles and status , family planning management system needing adjustment with time and situation…The last part gives some suggestion and countermeasures about the issues: for instance,accelerating economy development to establish solid substance foundation,strengthening research of population economy to make the mechanism of rural population control more perfect ,improving population quality and leading people to invest on human capital, speeding the structure of new countryside,enhancing the level of urbanization,fully exerting the function of family planning association,making birth control service and rural social guarantee more perfect,taking an active measure to deal with the problem of ageing of the population ; deepening transformation of family planning technology service institute to improve the service level etc.
