Abstract: With the expandedness of the dimension of modern distance education,we can hardly gain the theoretical dimension-benefit and cost-benefit while maintain thequality of modern distance education. And many problems coming from learningprocess, idea, content and organizing of instruction, and learner support service, haveconstrained the development of modern distance education and life-long educationsystem.Learning process and resource are the two research objects and hold the keyposition, of educational technology. And we should specialize the relationship of thetwo objects, combine them, and keep the balance between them. The process of ETpractice just is the process of using all correlative technologies, systems, modes, andresource, of which resource is the most pertinent to instructional process. Put it tosimple, we should consider both process and resource at the same time.At present, instruction organizing of distance education is lose, and not absolutelyaccord with students' need. As a result, students could not keep their schedule. Althoughthere are many reasons to the problem, in my opinion, one reason is that the function ofmost web-based instruction support system is lack of process attribute, and could notsupport effective instruction organizing.According to above, I suggest Process-oriented Web-based Instruction SupportSystem basing on: for one part, it would improve the disfunction of instructionorganizing resulting from the lack of process attribute of support system; for another, itholds the logical point that the support system reflects blending of the two researchobjects (process and resource) of ET, because support system belongs to resource whileprocess includes both designing and delivering process.Web-based instruction support system is the vital basic software system, whichmakes up of the web-based instruction environment and affects the web-basedinstruction effect greatly. This paper aims to review and analyze the theoretical bases,attributes and features of function of existing web-based instruction system, then, inlight of proper theory, it explores the structure and function of brand new styleweb-based instruction support system in order to raise the quality of web-basedinstruction and to realize the dimension-benefit and cost-benefit, and then, it brings out to design and develop Process-oriented Web-based Instruction Support System to solvesuch all-pervading problems as the loose instruction organizing, breaking up ofinstruction process, leaving unused of learning resource, losing control of learning timeand schedule and the low level of web-based instruction effect.In order to design the instruction system, this paper seeks after necessarytheoretical base from philosophy, pedagogy, educational technology and distanceeducation, including some discourse about process philosophy, theory and technology,theory of IT instruction design in Internet environment, activity theory of teaching andsome pertinent theory from distance teaching, then it brings about 5 elements ofweb-based instruction, as follows: teacher, student, environment, activity, and process.Considering the features of teaching and learning through Internet and ITinstruction design, the author proposes four piece of principle of using process antilogyin teaching to guide directly the design and development of process-oriented web-basedinstruction support system, and to instruct how to carry out instruction design with thissystem.In the period of design and development, the paper's author respectively madedemand, general and particular analysis of the support system according to the thoughtsand methods from software project. The author, firstly, analyses the interfaces, users,main and assistant functions, and demand of the support system, then designs thestructure, function, data stream and database, and last develops the main functionmodule by using ASP, VBScript, SQL and other technologies.At the end of this paper, the author demonstrates running the support system withan example of teaching the course of Instruction Design.
