From the mid-1990's, "noble students" with a luxurious life and poverty-stricken students have become two extreme conditions in the college. The poverty-stricken students' issue has already attracted more eyes than before. Nowadays, there are more than 3,000,000 poverty-stricken college students who are seeking their studies roughly on campus. Directed by empirical methodology, studying the poverty-stricken college students in Hefei, Anhui Province, This thesis makes an analysis on the current poverty-stricken college students from the aspects of their number, life, study and psychological conditions etc. This thesis comprehensively and systematically analyzes the current phenomenon of poverty-stricken college students during the periods of the social transformation and offers relevant countermeasures.Presently, the number of poverty-stricken students is growing year by year. Besides, their nutritious conditions are rather poor and their study pressure is as severe as their psychological problems. Poverty poses influences on students from different aspects and different levels. Though positive influences may be made, more negative ones are brought forth to the poverty-stricken students. Economic problems not only affect their normal study, but also make impacts on their physical and intelligent development. In addition, the influences on the building of healthy personality will make a further impact on the establishment of their uptight world view and outlook on life.As to the reasons of their poverty, this thesis attributes them to the historical and natural factors which are basic and directly lead to the poverty of students' family. However, social factors account for the major reasons. The reasons from the aspect of the nation's policy such as the tuition of higher education make the poverty-stricken students' family incapable of paying for various fees in college. Anyhow, the key factors are quite subjective, and it decides whether the poverty-stricken students can conquer poverty and be self-supported.As a special vulnerable group of the society, poverty-stricken students bring an unavoidable influence on society. This thesis spots that apparently the poor-students phenomenon is a problem related to personal economy, but it is actually a political problem in connect with the building of harmonious society. For colleges, it is a problem related to the training quality of personnel; and for the individual poverty-stricken students, it is a problem of self-support.To solve the poverty-stricken college students' problem, policies and measures should be taken and great efforts should be made to provide necessary funds and aids to the poverty-stricken students. This problem will affect the reform and equality of higher education, benefits of Socialism, cultivation of talents and so on. It is a systematic project to solve the poverty-stricken students' problem which needs a comprehensive, tridimensional and synthetical study from various angles. So we should focus on the next five correlative points: the precondition is to scientifically identify the poverty-stricken students, the sticking point to solve the problem at the government level, colleges to be the principal part, poverty-stricken students to be the essential part, and social funds to be a supplement. As far as the thesis is concerned, the government department in charge of administration should adjust fee of higher education; more attention should be paid to the employment of poverty-stricken students. What's more, family planning policies should be properly adjusted, the settlement "to medical care and expensive" should be intensified, and the building of a social security system should be further strengthened. In terms of colleges, special scholarship for poverty-stricken students should be set up, proper arrangements of work-study students should be energetically made, the work of national student loans should be carried out comprehensively, and an atmosphere to aid the poor should be formed in college. And as to the poverty-stricken students themselves, they should learn to be independent, and to adjust their psychology. When it comes to the aspect of social subsidizing, the combination of "poverty grants" and the special scholarship should be boosted. Meanwhile, concerned departments should encourage and promote enterprises sponsoring higher education.
