The construction of human resources agencies in Shanghai started in early 1980's. After more than 20 years'development, a human resources agency system has now been formed, the market activities are becoming more and more active and the basic functions of human resources allocation through market are obvious day by day. All these three factors have combined to provide a good opportunity for the talents to grow and start their business. Although the human resources agency industry in Shanghai has now taken a leading position nationwide, it is still unitary so far as service products are concerned, and far from being enough to meet the needs of the market competition in respect of service means.This treatise has, through analyzing the present conditions of the human resources agencies in Shanghai, attempted to find out a way for the human resources agencies to develop in conformity with the requirements of the socialist market economy so as to realize a thorough separation of the businesslike human resources agencies from those non profitable ones; through analyzing the development course of the human resources agencies in Shanghai and their present status, attempted to find out a way for the human resources agencies to grow, innovate and operate according to the standards; through comparing our human resources agencies with those in the West, attempted to find out our shortcomings and their experiences to learn from. According to the strategic targets of"vitalizing the city through science and technology and empowering the city with talents", it is necessary to perfect step by step the operating mechanism of allocating human resources through market by optimizing the material carrier of the human resources market mechanism and by amplifying the market supply and demand mechanism with regard to human resources, relevant pricing mechanism, competition mechanism and social security mechanism. In the meantime, it is also necessary to establish and perfect a big human resources market system by fostering and developing human resources agencies while the establishment of a public service system with regard to human resources is to be speeded up through the functional change of the government and a great support to be rendered to those business oriented human resources agencies by improving the managing mechanism. And the last but not the least, it is necessary to promote a sound development of the human resources agency industry and its regulatory operation by accelerating the speed to carry out international cooperation by opening up to the outside world in an orderly way and raising the servicing ability and the economic results of the human resources agencies.
