Scientific inquiry is one of the important teaching methods. Developing students' abilities to make scientific inquiry is one of the important goals of inquiry study. In the recent years, researches have been made on inquiry study and teaching, but few researches have been made on students' abilities to make scientific inquiry. How to foster high school students' the scientific inquiry ability has become the greatly-concerned issue of general high schools now. This issue will have to stimulate both the scientific research ability of high school students and the growth to the theory-building and practices of the teaching. Based on the modern instructional theories, we instruct the"problem-inquiry"teaching model in chemistry teaching in the Middle school. This paper studies the definition of the teaching model students' scientific inquiring, focuses on the teaching procedure and teaching assessment, and introduces some methods for creation of problematic situation. By the ways of experimental research and pools, we evaluate the feasibility and the teaching effect of the model. The practice shows that the model can stimulate students' aspiration of learning and exploring and cultivate students' scientific inquiry ability and the team spirit. But on the spreading and application of the model, we still have some difficulties as well as misunderstanding in this regard , therefore, we need some external assistances, especially the help of specialists'and scholars'.
